I got to thinking about that, based on people I know who are working an alternative career of sorts. A lot of them aren't registered unemployed because they are consultants, which is another way of saying they occasionally get contract jobs, sometimes via desperation. Some are semi-retired which is the same as above. Others are self employed or have down-sized, not always intentionally. A couple of them are on permanent disability which also massages the figures. Some have even just called it a day and emigrated.
Maybe the Government should put Government health Warnings on political party ads? How about "statistics in this advert are more illusional than they appear."
